(முகம் கண் இவற்றின்) குறிப்புக்களால் உள்ள குறிப்பை உணர வல்லவரை நாட்டின் உறுப்புக்களுள் எதைக் கொடுத்தாவது துணையாக பெற்றுக்கொள்ள வேண்டும்.
